Pawan holds the national distinction of having qualified for JRF at the UGC-NET in 5 different subjects – History, Political Science, Public Administration, International & Area Studies and Sociology. In brief, he has achieved these distinctions of clearing 3 Public Service Examinations (2 APPSC and 1 UPSC), qualifying for JRF at UGC-NET for 5 subjects and completing 3 PG degrees in History, Political Science and Sociology, between the years 2003-04 to 2009-10. Preparing for civil services examination is not all about burning the midnight oil and browsing through innumerable books. The key to success lies in planning and systematic assimilation of information.
Pawan Kumar Konda, a 2010 batch of Indian Audit and Accounts Services, realised this when he was preparing for the examination.
Browsing through a number of books and gathering information was a Herculean task.
It was then I decided to take up writing a book covering certain aspects, especially topics from the general section, in a nutshell, Dr. Pawan told The Hindu.
After joining as Deputy Director of Audit (Navy) in the Eastern Naval Command in Visakhapatnam, Dr. Pawan took up writing after obtaining special permission from the authorities concerned.
After spending about three years in gathering information from 70-odd books, he brought out book on Indian Polity.
The book contains questions pertaining to Indian polity in the general section. The 100-mark general section contains questions from various subjects such as history, geography, Indian polity, political science, sociology, and sciences.
“Each subject caters to some questions and it is seen that the Indian polity caters to about 10 to 12 questions. After a three-year research, the book has been published by Delhi-based Source Books,” he said. The book covers about 32 chapters such as constituent assembly, citizenship, Directive Principles of State Policy, High Courts, panchayats, municipalities, scheduled and tribal areas, elections, special provisions, and official language.
After a brief introduction on each of the topic, the author shifts to multiple choice questions.
In all, it covers close to 2,100 multiple choice questions.
“The idea is to deliver a book that serves as a guide. I have covered almost every aspect with the latest amendments to the Constitution to keep it up to date,” said Dr. Pawan.
The IAAS officer has three PG degrees in history, political science, and sociology, apart from a Ph. D in history.
He said that the book would be republished every year with latest amendments. He also said that he would begin working on similar format of books covering history, geography, political science, and sociology.

VISAKHAPATNAM: He has a brilliant academic record with many prizes in extracurricular activities and proved his mettle in the UPSC Civil Services examinations too.
Pawan Kumar Konda set a record by qualifying for the UGC NET Junior Research Fellowship five times -- in history, political science, public administration, international and area studies and sociology between 2005 and 2009 (each fellowship is worth Rs. 10 lakhs)
He is posted as Assistant Audit Officer at the office of the Deputy Director, State Audit at Andhra University and at present is undergoing training at the Dr. MCR MHRD Institute, Hyderabad.
In the UPSC Civil Services Examination 2009, Mr. Pawan Kumar has secured 145th rank and thus became the first civil servant to have qualified for five JRFs.
He prepared for the civil services and examinations during his academic career on his own.
Joining a job did not deter him from pursing academic activity. He is working for his Ph.D. in history at AU under Dr. K. Suryanarayana and his thesis is in its final stage.
Son of Mr. Krishna Rao Konda and Ms. Rajeswari Devi of Visakhapatnam, Mr. Pawan Kumar won more than 100 awards and prizes in academic and extracurricular competitions.
A student of Dr. L. Bullayya College, he passed BA in 2003 and picked up five university prizes and gold medals, including the First Pro Chancellor's gold medal.
Mr. Pawan Kumar helped Andhra University win for the first time the winner's trophy in the sixth National Youth Parliament competition (in J group) in 2002-03 and was adjudged the Best Speaker of the competition.
AU team won the runner-up trophy in the 37th edition of the National cooperative debate in 2001. This was the best show by AU in this competition and Mr. Pawan Kumar picked up a consolation prize in the best speaker category. AU won four prizes in the three UGC and Central Government recognised National competitions during 2001-02 and Mr. Pawan Kumar won three of the prizes (a runner-up trophy and two consolation prizes).
